This solution is designed to implement the Action Plan for Water Pollution Prevention and Control (State Council [2015] No. 17) and the Construction Plan for the Ecological and Environmental Monitoring Network (General Office of the State Council [2015] No. 56). It involves monitoring surface water environmental quality in watersheds, focusing on automatic monitoring supplemented by manual methods. The solution improves the water environment monitoring network, enhances technical capabilities, and establishes data centers with water quality, water level, flow, and rainfall data in watersheds. A comprehensive and effective warning and monitoring platform is built, complemented by a three-tier warning system, to improve watershed water environment quality.
This solution primarily relies on automated water quality monitoring, considering watershed/region hydrological networks, river sizes, and manual monitoring cross-sections. It collects data on water quality, water level, flow, and rainfall in the watershed. A data center is established based on databases for water environment, geographic spatial information, water quality evaluation, laboratory, knowledge, models, emergency management, video monitoring, and operational configuration management. This comprehensive system supports the precise management of water environments for governing departments.
