On October 31, the “Green Silk Road” International Training Program on Environmental Protection Technology and Sustainable Development was successfully held in Changsha. The event was sponsored by the Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences and the Environmental Protection Department of the Hong Kong SAR Government, organized by Lihe Technology (Hunan) Co., Ltd., and supported by the Belt and Road Initiative International Green Development Coalition. Government officials and technical experts from the UAE, Sri Lanka, Kazakhstan, Bangladesh, Laos, Cambodia, and the Netherlands joined representatives from environmental authorities, research institutions, and enterprises in Hunan to exchange ideas on green and low-carbon development, eco-environmental monitoring and technological innovation.
Attendees included Li Meng, Chairman of the China Association for Sustainable Development and former Vice Minister of Science and Technology; Zhao Yingmin, President of the BRIGC and former Vice Minister of Ecology and Environment; Dr. Samuel Chui, Director of the Environmental Protection Department of the Hong Kong SAR; Liao Lianghui, Director General of the General Office of the Hunan Provincial Committee for Ecological and Environmental Protection; and Guo Xiangli, Deputy Director General of the Office of Foreign Affairs Commission of CPC Hunan Provincial Committee. The training was moderated by Dr. Yang Min, Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences.
The training opened with welcome remarks by Dr Samuel Chui, Director of the Hong Kong Environmental Protection Department, followed by an address from Liao Lianghui, Director General of the General Office of the Hunan Provincial Committee for Ecological and Environmental Protection.

Li Meng emphasized that technological innovation is the core driver of ecological civilization. China has achieved significant breakthroughs in environmental monitoring, pollution control, clean energy, and energy conservation, providing strong support for environmental governance. He called for accelerating the international application and sharing of green technologies to better serve global sustainable development. Zhao Yingmin noted that green development is the root and direction of the Belt and Road Initiative. He advocated building an international cooperation system based on green infrastructure, green energy, and green finance, fostering an open, inclusive, and mutually beneficial global green partnership.

Dr. Wang Yeyao, Chief Scientist of Environmental Monitoring Technology at the China National Environmental Monitoring Center, presented the development and progress of national eco-environmental monitoring network, highlighting achievements in air, water, soil, and biodiversity monitoring. Dr. Yang Min of RCEES, CAS discussed trends in green technology innovation and international cooperation, emphasizing the importance of scientific research, capacity building, and knowledge sharing to establish cross-border platforms for addressing climate and environmental challenges together.

During the discussion session, participants exchanged insights on eco-environmental technology innovation, green finance mechanisms, corporate social responsibility, and capacity-building for scientific research, seeking new pathways for collaborative development.

Before the training, participants visited Lihe Technology (Hunan) Co., Ltd. to know more about its achievements in eco-environmental monitoring, smart environmental management, and green manufacturing. Lihe representatives introduced the innovations in water ecology monitoring, water supply and drainage supervision, marine and atmospheric monitoring, as well as its applications and development plans in Belt and Road countries.

The delegation also visited the Smart Water Quality Monitoring Station of the Monkey Stone Water Plant in Changsha, built and operated by Lihe Technology. Real-time monitoring data and precise analysis demonstrated the system’s efficiency in intelligent monitoring, data collection, analysis, and remote transmission. The fully automated, 24-hour monitoring system enables intelligent water quality management, improving efficiency and accuracy severalfold over traditional manual sampling methods.
