Project Background
In accordance with the "Dianchi Lake Basin River Ecological Compensation Implementation Plan (Trial)", the ecological compensation mechanism is used to drive governance within the jurisdiction and clarify responsibilities. The implementation scope of ecological compensation in the Dianchi Lake Basin covers 34 rivers and tributaries flowing into the lake, as well as 59 water quality assessment sections. Water quality and quantity automatic monitoring stations are established at the assessment sections, with a focus on administrative boundary sections and river mouth sections. The project mainly involves 8 districts (or management committees), including Xishan, Guandu, Panlong, Wuhua, Jinning, Economic and Technological Development Zone, Resort Area, and Airport Area.

Application Outcomes
●Promoted the continuous improvement of Dianchi Lake's water quality, reducing eutrophication, and helping elevate the water quality of Waihai and Caohai to Class IV.
●Implemented the ecological compensation mechanism for Dianchi Lake's river systems, supporting the governance model of "rule of law, scientific management, systemic management, and responsibility-based management" for the lake.
●For the first time in China, automatic monitoring data was extensively used in the ecological compensation assessment of a watershed.
●Developed a unique operational mechanism and workflow to meet the management needs of ecological compensation.
