As the administrative sub-center of Beijing, Tongzhou District has set higher standards for ecological environmental quality. To accelerate environmental governance and improvement, the district has focused on fine-tuned supervision to support ecological environmental construction. Tongzhou District has further strengthened the installation and operation management of the fixed pollution source automatic monitoring system, implementing both organized and unorganized collaborative monitoring at fixed points within the industrial parks. By integrating monitoring data through a data analysis platform, real-time supervision is achieved, and a VOCs emission control mechanism for pollution sources is established.
Construction Content
Centered around the VOCs automatic monitoring fine management platform for pollution sources, a comprehensive process supervision system is established, enabling big data integration, improving data traceability applications, and strengthening law enforcement collaboration.
(1)Continuous Monitoring of Fixed Source Emissions: Focus on monitoring the main organized emission points of enterprises (including benzene series compounds).
(2)Factory Boundary VOCs Online Monitoring: Monitor emissions at the factory boundary.
(3)Monitoring of Air Pollution Control Equipment and Device Status: Track the operational status of pollution control facilities and equipment at enterprises.
(4)Video Surveillance: Monitor the operation of pollution control facilities on-site to prevent illegal human interference, with video evidence retained for verification.
Integrated Management Platform
● Established standardized pollution source management protocols for industrial parks, unifying assessment criteria, operational standards, and work process regulations, effectively promoting the implementation of industrial pollution control measures.
● The construction of the park’s automatic pollution monitoring system facilitated the implementation of a data-driven innovation strategy. By leveraging automation, efficiency, and intelligent technologies, the system allows data to drive decision-making. It provides clear guidelines for enterprises on staggered production, peak-load production, and production limits, while also forcing enterprises to improve production processes and enhance pollution control capabilities.
● The development of a big data application platform for park management aids decision-making, streamlines pollution discharge monitoring workflows, optimizes management mechanisms, and significantly enhances the park’s ability to monitor and manage pollutant-emitting enterprises.
